Speech of President N. Bagabandi
Conference "The Judiciary & New Era"
June 26-27, 2001, Ulaanbaatar, Mongolia
The President congratulated participants and wished all the success for the Conference.
He identified eight priority issues for judicial reform in Mongolia.
These were following:
1. Renewal of procedural and substantive laws
2. Retraining of judges
3. Creation of a proper working environment that help judges to concentrate on
their judicial duty
4. Provision of independence of the judiciary and impartiality of judges (the
solution of controversial problem who must be the Chairman of the General Council
for Courts is the key issue here)
5. Consideration of specifics judiciary of Mongolia
6. Strict implementation of the Constitutional provision of judicial independence;
no one should not interference with the judicial independence
7. Improvement of court research study and communication network
8. Balanced relationship and mutual control between the judicial power and free
media.

This brochure included speeches presented at the Conference
"Judicial Power and New Era". Mr. N. Bagabandi, the President, Hon.Ch.
Ganbat, the Chief Justice of the Supreme Court, Dr. R. Gepperth from Germany,
Prof. Paul H. Brietzke from US, Prof. Ota Shozo from Japan and many other prominent
lawyers and professors had speeches on judicial independence and accountability.
The Supreme Court of Mongolia and Hanns-Seidel Foundation of Germany co-sponsored
the Conference and Hanns-Seidel Foundation provided financial support for this
publication.
